Who we are
The Welfare Rights Officers Forum (WRO Forum for short) is an organisation primarily representing welfare rights officers employed by housing associations in Scotland. We currently have about 60 members based in locations throughout Scotland.
The WRO Forum began its life in 1988 as a support network of welfare rights officers working for housing associations in Glasgow. Over the years membership grew in line with the steadily increasing number of social landlords in Scotland who deliver welfare rights services. The Forum became formally constituted as The Scottish Housing Associations Welfare Rights Officers Forum in 2006. A copy of the Forum’s current constitution is available here: [link to constitution].
Membership of the Forum is open to anyone working in the housing sector who provides expert welfare rights advice, assistance or representation, without charge to the people who use those services. The Forum also grants membership to other practitioners who are not employed in social housing. In this respect we are proud to include a number of members from other sectors, such as local authority and voluntary organisations. Membership is subject to a modest annual fee, currently set at £50.
The Forum additionally has a number of associate members, who work in partnership with the full members on matters of shared concern. Our associate membership is drawn from agencies in related sectors including The Scottish Federation of Housing Associations, Glasgow City Council and MacMillan Cancer Support.
